In accordance with its Memorandum of Association and Rules and Regulations, the various powers and functions for carrying out the affairs of the Prathishthan are vested in its General Body and Governing council, which are the authorities of the Pratishthan headed by the Union Minister for Human Resource Development. The General Body is vested with the general power of reviewing the broad policies and programmes of the Pratishthan from time to time, and suggesting measures for its improvement and development. The Governing Council is the principal executive body, responsible for the general supervision, direction and control of the affairs of the Pratishthan. Finance Committee, which is headed by the Vice-Chairman, for advising on all matters, relating to the management of the properties and investments, preparation of Annual Budget estimates and statements of Accounts and expenditure. These committees are constituted by the Government of India, Ministry of Human Resource Development for a term of five years.
